PTK is not a demoralising factor
Recently, Cuepacs disputed PSD's passing figures and instead said only about 50 percent of the civil servants got through PTK and even then most of them are in the professional group. The passing rate for PTK has been rising steadily from 15 percent when it was introduced in 2003 to 65.75 percent in 2004.
Between 370,000 and 400,000 civil servants sit for PTK annually. It is also denied that PTK demoralised some civil servants as they could not enjoy salary increments or promotions because they failed the PTK. Public servants shouldn't lose hope when they fail PTK because they still have the opportunity to try again.
